DESCRIPTION
Human development is "the process of enlarging people's choices". The three essential ones are for people to lead a long and healthy life, to acquire knowledge and to have access to the resource necessary for a decent standard of living. Unless these three critical choices are available, many other desirable opportunities will be unattainable. Some of these other choices include political and social freedom as well as the opportunity to be productive and to enjoy self-respect and guaranteed human rights. Human development thus have two sides: the function of human capabilities, such as improved health; and the other the use that people make of these acquire capabilities, for leisure or productive purposes. According to the concept of human development, income is only one option available to people though an important one at that. But it is not the sum total of their lives. The purposes of development is to enlarge all human choices, not just income. Income is a means, not an end. It may be used to which income is put, not on the level of income itself. This work articulates HRD practices in the context of globalization in 21st century.
